A Baltimore city police officer was out with friends when someone walked by and grabbed a female companion inappropriately. Although what happened next is in dispute, what we do know is that the officer unloaded 13 shots, with 9 hitting the citizen. The citizen died.
Since the shooting, we're learning about the troubled past of this officer. What could have been done differently to keep this incident from ever happening? How did an officer with serious financial and emotional issues along with past questionable incidents continue to be on the force? And the larger question, does Baltimore City have a problem with distressed officers on the streets interacting with citizens?
